The review was instigated as a result of the Director for Public Health’s report to Cabinet in July 2004 and the subsequent submission to the Overview and Scrutiny Commission by the Leader requesting that “all issues raised within the report be considered and recommendations made to Cabinet on appropriate policy on moving towards a smoke free city“. The Select Committee tried to consider as much evidence as was practically possible within the limited timescale of the review and, in this respect, it tried to remain focussed on the following:- * the health and safety of the citizens of Plymouth * the economic effect to the City * the views of employers and trade unions * public opinion * work in progress elsewhere
