A Health and Social Well-Being Overview and Scrutiny Select Committee reviewed disabled parking, including proposed new improved arrangements, on the Hoe Promenade. The reasons for the proposed new improved arrangements included that – * a recent history of “near misses” involving vehicles and pedestrians within the existing parking area * there had been a reduced ability of the Parks Services to staff the parking area following cuts to the Park Ranger budget in the Council’s 2003/04 budget. (Parks staff carry out parking duties in the area and their early intervention had prevented a number of incidents involving vehicle traffic potentially coming into contact with vulnerable users on the Promenade i.e. children, mobility impaired and elderly persons * Interim safety management systems developed and implemented in January 2001 to effectively manage the inherent hazards and reduce the associated risk did not comply with Health and Safety Executive legislation * the improvements would assist the Council in discharging its statutory duties under existing legislation.
