Youth Offending Teams were established across England and Wales in April 2000 and are required to provide youth justice services in their area. The detail of the provisions required and the arrangements for their delivery, including the budget, are to be contained in an Annual Youth Justice Plan. The Plan for 2003/2004 was required be submitted by 31st March 2003. This review and report submitted recommendations to the Executive following scrutiny of the Youth Justice Plan 2003/04.
