The City Council was required to submit a second five-year Local Transport Plan for the period 2006-2011, it is a substanital plan, with its main strategy document augmented by a number of supporting strategies. The working groups aim was to look at the parking strategy and how effectively and appropriately it would contribute to the improvement of street scene and road safety, demand management and Plymouth's economic performance and income generation.
