Reason for call in: Constitution Part II, Cabinet Procedure Rules - Call-In Procedure Rules paragraph 5.4 (b), (c), (e), (g) and (i) Additional Information: (b) The decision is one that sets out new policy for the City Council and therefore ought to be a recommendation to full Council. This policy will have significant ramifications for the city and should not be pushed through under delegated authority. (c) The Council's response will be made without a period of consultation with the public, owing to tight timescales. (e) There are other options for growth in the city that have been suggested, that are not considered in the consultation document. The City Council should consider all options for growth. (g) Current planning policy for the city is determined by the Devon Structure Plan and the Local Plan. Therefore, any decisions that are made under delegated authority will be outside of the current policy framework of the City Council. (i) The growth of Plymouth to 310,000 residents is an exceptional circumstance and this decision warrants full scrutiny and consultation before it is submitted. Possible alternative course of action: Seek an extension from the Regional Assembly to allow policy proposals to be properly constructed and scrutinised by the whole City Council."
