Councillor Michael Leaves (Cabinet Member for Strategic Streetscene/ Environment) and Gareth Harrison-Poole (Street Cleansing and Grounds Manager) provided Members with a brief overview of the Plan for Waste.

 

Members were advised that –

 

a)

one of the key aims of the policy was to increase the rate of recycling across the city to 40% by 2020 (rising by 50% by 2034) and  to reduce the overall waste generated in brown bins through a combination of awareness raising and education campaigns;

 

b)

assisted bin collections would be under periodic review to ensure those registered were still eligible; letters would be sent to residents detailing the forthcoming changes and a contact number would be listed for any advice/ queries;

 

c)

those requesting for assistance in presenting and tidying away their bins would receive a home visit by officers to assess their eligibility; each request would be assessed on a case by case basis;

 

d)

refuse lorries were all fitted with a weightmaster system to ensure that lorries were never carrying too much waste resulting in the vehicle being overweight; refuse collection rounds were calculated based on the average weight per bin however it was the responsibility of the driver to ensure the lorry was safe;

 

e)

the council had an ageing fleet of refuse vehicles however was still rated green on the RAG rating score;

 

f)

the risk of paying local businesses to remove resident’s waste privately would be included as part of the re-education campaign as some residents were unaware that those disposing of waste needed a waste transfer note;

 

g)

residents would be charged for the delivery of a new refuse bin however no charge would be applied if the bin was collected in person at a local depot.

 

The following was agreed –

 

1.

agreed the recommendation within the report,  subject to –

 

 

a)

the definition of periodic reviews regarding assisted collections to be included within the report;

 

 

b)

a clear explanation of the staged approach to enforcement, including the cost and use of fixed penalty notices;

 

2.

further agreed, to inform future scrutiny, that members are provided with 2016/17 baseline statistics for the provision for waste collection and the level of contacts with the Council regarding waste services. This will include, but is not limited to:

 

 

·          

domestic waste tonnages;

 

 

·          

domestic recycling tonnages;

 

 

·          

missed residual waste bins;

 

 

·          

missed recycling bins;

 

 

·          

bulky collection calls made;

 

 

·          

street cleaning litter tonnages;

 

 

·          

percentage of bin missed per 10,000 properties;

 

 

·          

fuel usage, reductions;

 

 

·          

number of people/organisations subject to fines or prosecution for fly posting;

 

 

·          

calls received at contact centre regarding waste collection services;

 

 

·          

maintenance of fleet vehicle;

 

 

·          

number of assisted collections.
