·         Over 300 planned celebration events including VE Day and the Ocean Festival;

Councillor Kate Taylor, Cabinet Member for Health and Adult Social Care made announcements including:

·         The Mental Health Roundtable and work underway to better strengthen links with Devon and Cornwall Police;

·         Support for carers and the Supporting Carers event taking place later today;

·         The opening of the Plympton Health and Wellbeing Hub;

·         Ongoing lobbying in respect of dementia funding for the city;

·         Support and funding for our veterans;

·         Campaign for CPD funding for nurses employed by Livewell South West;

Councillor Laing, Cabinet Member for Children and Young People made announcements including:

Councillor Haydon, Cabinet Member for Community Safety and Customer Focus made announcements including the following:

·         Safer Plymouth and partnership working;

·         Domestic Homicide Review training attended by many multi-agency partners;

·         Efford Crematorium repairs continue and it is anticipated it will reopen at the end of April;

·         Progress on the new crematorium site continues;

·         Relocation of the registration office including physical transport of registers dating back to 1837. This is now co-located with the Plymouth Coroners Court.

 

 

Councillor Dann, Cabinet Member for Environment and Street Scene made announcements including:

·         The submission of a bid for £200,000 to the Department of Transport to support businesses across the city to have a cargo bike for transport of smaller items;

·         The Keep Britain Tidy Spring Clean Initiative will take place once again this year; 576 people took part last year collecting a 1056 bags of litter;

·         An update on the Future Parks Accelerator funding and the importance of good green space.

Councillor Coker, Cabinet Member for Strategic Planning and Infrastructure made announcements including:

 

·         A reflection on the achievements and numerous awards achieved by the service during the year;

·         The £7m scheme at Charles Cross delivered on time and on budget;

·         The modal shift in the way in which children and parents are travelling to school to more sustainable modes of travel.

 

 

Councillor Jon Taylor, Cabinet Member for Education, Skills and Transformation made announcements including:

 

·         The Hearts of the Arts award for 2020 with Plymouth Music Zone;

·         Saltram Meadow and the new school being established there;

·         The Full Fibre Network Project with work due to begin shortly and preferred bidder soon to be announced;

·         Smartsound Bid for £1.8m of funding to enable Plymouth as a national centre for marine autonomy.

Councillor Mrs Apinall, Chair of the Food Justice Select Committee introduced the recommendations as set out in the report.

 

Councillor Penberthy, Cabinet Member for Housing and Co-operative Development thanked the committee for their work and introduced the Cabinet response to the recommendations.

 

Following a discussion, Cabinet agreed to accept the recommendations 1, 2, 4, 5, 6 and 7 as set out in the report.

 

Cabinet did not support recommendation three on the basis that Public Health are aware that CaterEd do carry out interventions around cooking skills with vulnerable families. There are complicating factors with allowing the public to use commercial kitchens which would undermine this recommendation; the ability of families to know how to use the commercial equipment within them, also the impact on the commercial premises compliance with food safety legislation could be compromised.

Councillor Pete Smith, Deputy Leader introduced the item Plymouth Visitor Plan 2020-2030.

 

Cabinet noted the progress to date and that the plan will use the legacy of Mayflower 400 to continue to grow the city’s tourism sector using the National Marine Park as a key catalyst.

 

Following a discussion Cabinet agreed to adopt the proposed plan, including the emerging ‘Star Projects’ – as recommended by the Brexit, Infrastructure and Legislative Change OSC at its meeting held on 15 January 2020

Cabinet considered the briefing report regarding the cultural health of the city, the progress of the music report and the intention to refresh the10 year culture strategy for the city.


Following a discussion, Cabinet agreed to:

 

1) Note the report and the demonstrable vibrancy of the cultural sector;

2) Note the music report and adopts the associated action plan;

3) Adopt the Agents of Change Principles;

4) Mandate Plymouth Culture to refresh the culture strategy.

Cabinet noted that the Inclusive Growth Flagship of Plymouth Growth Board has developed a Charter for businesses that demonstrates and increases activity that fosters more inclusive economic growth and enables participants to act as a beacon for others. The Council has been participating in and providing secretariat support for the Group.

 

The report presented details the outcome of that work.

The report sets out the review and update of the 2013 Community Asset Transfer Policy. The Policy governs the use of assets, owned and controlled by Plymouth City Council that could be used by the community where a subsidised or nil rent is requested.

 

Following a discussion, Cabinet agreed:

 

1)    To note the report and adopt an updated policy for Community Asset Transfer and Use;

2)    That Economic Development lead on managing the process of registering expressions of interest from community groups and organisations, matching them to the asset database, and working with colleagues to get business support for the subsidised tenants that they work with.

1)    Acknowledge the significant progress to date on the creation of the UKs first National Marine Park within Plymouth Sound.

2)    Instruct officers to commence work on the bid for the lottery’s Horizons Fund with partners for submission in November.

3)    Instruct officers to commence the next phase of the stakeholder engagement to take place over Spring/Sumer 2020 to inform the feasibility work and the business plan.

4)    Instruct officers to complete the NMP feasibility work and a 5 year NMP Business Plan by the end of 2020.

The current contract for the provision, maintenance and cleaning of the City’s bus shelters and associated highway advertising infrastructure is due to expire on 31 December 2020.

1)    To approve the Business Case (to allow the procurement of the bus shelter contract to ensure a new supplier is appointed before the end of the current contract period).

2)    To authorise the procurement process (to allow the Open procurement procedure with the option to negotiate to ensure maximum income is generated for the Council)

3)   To delegate the award of the contract to Paul Barnard, Service Director for Strategic Planning and Infrastructure (in accordance with Contract Standing Orders Clauses CSO7 and CSO21)
