The Chair altered the running order in order to consider the Compulsory Purchase Order resolution before the Contract Award for Peninsula Fostering tender to better facilitate the management of the meeting.

 

The Chair made a statement on the Council’s use of plastic and had instructed the Chief Executive to instigate a review into the way in which the council uses plastic products.

Councillor Ian Darcy, Cabinet Member for Finance and ICT, introduced the report.

 

Following a short debate and questions from cabinet, it was agreed-

 

1.    To note the draft budget report and budget engagement report; 

2.    To recommend to council the Treasury Management Strategy 2018/19 (incorporating the authorised limits, operational boundaries and prudential indicators) to the Council for approval.

3.    That Members and officers will continue to work on solutions in order to close the existing budget gap in 2018/19 in order to present a balanced budget at Cabinet for recommendation to Full Council in February 2018;

4.    To consider findings from consultation and feedback from scrutiny committees before the submission of the final budget report in early February 2018.

Councillor Darcy, Cabinet Member for Finance and IT, introduced the report. It was agreed -

 

1.    That Cabinet recommends Council approves the Council Tax Base for 2017/18 as set out in the report;

2.    That Cabinet recommends Council approves the continuation of the current Council Tax Support Scheme for 2018/19 with an update that “The authority may use information provided by the DWP and HMRC for the purposes of Council Tax Reduction, council tax liability, billing, administration and enforcement”.

Councillor Mrs Beer, Cabinet Member for Children and Young People introduced the report.

 

Alison Botham, Assistant Director for Children’s Social Care, provided Cabinet with information on the process of due diligence. Following a short debate the Cabinet agreed –

 

1.    to progress the development of a contractual arrangement with Torbay Council to manage its Children’s Services, working with Torbay Council and the Commissioner for Children’s Services and under the guidance of the Department for Education to develop a detailed contract agreement.

2.    To delegate to the Chief Executive in consultation with the Leader and the Leader of the Opposition the development of the detailed contractual agreement.

3.    Recognises this opportunity to demonstrate strong sector-led leadership in the management of Children’s Services in Torbay.

4.    Recommends that Full Council endorse the Cabinet’s decision to enter into a formal contractual arrangement for Plymouth City Council to manage Torbay Council’s Children’s Services with effect from 1 April 2018.

Paul Barnard, Assistant Director for Strategic Planning and Infrastructure introduced the report.

 

Mr Barnard highlighted the functions which would form part of any agreement.   Benefits and risks were set out in the report.

 

Councillor Nicholson focused on the advantages of working with Torbay and sharing expertise. Feedback from scrutiny had been captured and was in the report.

 

Cabinet agreed -

 

1.    ‘in principle’ to progress the development of a strategic planning collaboration agreement regarding planning and related functions with Torbay Council;

2.    to delegate to the Assistant Director for Strategic Planning & Infrastructure, in consultation with the Cabinet Member for Strategic Transport, Housing and Planning and Shadow Cabinet Member, development of the detailed collaboration agreement with Torbay Council;

3.    to delegate to the Assistant Director for Strategic Planning & Infrastructure to make all necessary managerial and operational arrangements associated with the proposed strategic planning collaboration agreement with Torbay Council;

4.    to accept the recommendations of the Place and Corporate Overview and Scrutiny Committee following their examination of the draft Cabinet report and draft collaboration agreement and agree to the changes in response to these as set out in the report;

5.    to receive a further report, following the “due assurance/“strategic options analysis”, before any binding decision is made, setting out which planning and planning-related functions are to be taken forward for integration with Torbay Council.

Councillor Mrs Bowyer, Cabinet Member for Health and Social Care, introduced the report.

 

Following a short debate and questions regarding the future development of the concept and communications, it was agreed –

 

1.    That Cabinet support the vision of health and wellbeing hubs as:  A network of integrated resources working together to enable and support people in the local community to live independently and make life choices that will improve their health and wellbeing;

2.    That the strategic commissioning framework is approved by Cabinet;

3.    That the implementation of the Health and Wellbeing Hubs should proceed in line with the strategic commissioning framework.

Following questions and a short debate Cabinet agreed –

 

1.    to approve the report and endorse the Plan on a Page to enable the further work to continue with schools and partners.

2.      to endorse that educational attainment is a priority area for the Council and support the development of a robust plan by the Plymouth Education Board alongside the DFE.

Compulsory Purchase Order Resolution for the Regeneration of Phase 4 North Prospect pdf icon PDF 2 MB

Councillor Patrick Nicholson, Deputy Leader and Cabinet Member for Strategic Planning, Housing and Infrastructure introduced the report.  Cabinet agreed -

 

1.    to make a CPO resolution, in the event that it is required for properties within Phase 4 of North Prospect defined as follows:

 

a.     Resolved that, Cabinet make a Compulsory Purchase Order pursuant to S17 of the Housing Act 1985 in respect of the areas outlined in red on the plan submitted (appendix one).

b.     The Cabinet specifically notes the considerations that arise under the Human Rights Act (1998) in respect of the proposed CPO and has had full regard to the rights of those that would be affected by the CPO but, for the reasons set out in this report, determines nevertheless to authorise CPO procedure.
