The committee agreed to appoint Councillor Mrs Nicholson as Vice Chair for this particular meeting.

There were no items of chair’s urgent business.

APPEAL CASES

The Committee will be provided with the results of the judgement on appeal cases that went to Court.

Minutes:

The committee was advised that there had been no appeal cases since the last meeting, however a case was due to go to appeal on 19 September.

EXEMPT INFORMATION

To consider passing a resolution under Section 100A(4) of the Local Government Act 1972 to exclude the press and public from the meeting for the following item(s) of business on the grounds that it (they) involve(s) the likely disclosure of exempt information as defined in paragraph(s) 3 and 7 of Part 1 of Schedule 12A of the Act, as amended by the Freedom of Information Act 2000.

Minutes:

To confirm the confidential minutes of the meeting held on 24 July 2014.

Agreed that the confidential minutes of the meeting held on 24 July 2014 are confirmed as a correct record.

APPLICATION FOR THE GRANT OF A PRIVATE HIRE DRIVER'S LICENCE - LT (E3 AND E7)

The Director of Public Health will submit a report on an application for the grant of a private hire driver’s licence.

Minutes:

The committee –

 

(a)

considered the report from the Director of Public Health;

 

(b)

heard from LT;

 

(c)

took the above report and all that was said by LT into consideration.

 

The committee agreed to grant LT’s application for a private hire driver’s licence subject to completing all of the usual pre-requisites and also subject to him completing the VRQ driver qualification in Transporting Passengers by Taxi and Private Hire or equivalent in the first 12 months of being issued with his licence.

APPLICATION FOR THE GRANT OF A PRIVATE HIRE DRIVER'S LICENCE - SB (E3 AND E7)

The Director of Public Health will submit a report on an application for the grant of a private hire driver’s licence.

 

Minutes:

The committee –

 

(a)

considered the report from the Director of Public Health;

 

(b)

heard from SB;

 

(c)

took the above report and all that was said by SB into consideration.

 

The committee agreed to grant SB’s application for a private hire driver’s licence subject to him completing the VRQ in Transporting Passengers by Taxi and Private Hire or equivalent within the first 12 months of being issued with his licence.

REVIEW OF A RESTRICTED PRIVATE HIRE DRIVER'S LICENCE - CA (E3 AND E7)

The Director of Public Health will submit a report on a restricted private hire driver’s review of licence status.

Minutes:

The committee –

 

(a)

considered the report from the Director of Public Health;

 

(b)

heard from CA;

 

(c)

took the above report and all that was said by CA into consideration.

 

The committee agreed that having taken the above into account to suspend CA’s restricted private hire driver’s licence for one day under Section 19(1)(b) of the Plymouth City Council Act 1975.

REVIEW OF A PRIVATE HIRE DRIVER'S LICENCE - MAK (E3 AND E7)

The Director of Public Health will submit a report on a private hire driver’s review of licence status.

Minutes:

The committee –

 

(a)

considered the report from the Director of Public Health;

 

(b)

heard from MAK;

 

(c)

took the above report and all that was said by MAK into consideration.

 

The committee agreed that having taken the above into account to suspend MAK’s private hire driver’s licence for three days in total under Section 19(1)(b) of the Plymouth City Council Act 1975.

REVIEW OF A PRIVATE HIRE DRIVER'S LICENCE - CPZ (E3 AND E7)

The Director of Public Health will submit a report on a private hire driver’s review of licence status.

 

Minutes:

The committee –

 

(a)

considered the report from the Director of Public Health;

 

(b)

heard from CPZ;

 

(c)

took the above report and all that was said by CPZ into consideration.

 

The committee agreed that having taken the above into account to revoke CPZ’s private hire driver’s licence under section 19(1)(b) of the Plymouth City Council Act 1975 as he is no longer considered to be a fit and proper person.

REVIEW OF A PRIVATE HIRE DRIVER'S LICENCE - DG (E3 AND E7)

The Director of Public Health will submit a report on a private hire driver’s review of licence status.

 

Minutes:

The committee –

 

(a)

considered the report from the Director of Public Health;

 

(b)

heard from DG;

 

(c)

took the above report and all that was said by DG into consideration.

 

The committee agreed that having taken the above into account to suspend DG’s private hire driver’s licence for three days under Section 19(1)(b) of the Plymouth City Council Act 1975.
