The committee agreed to appoint Councillor Mrs Nicholson as Vice Chair for this particular meeting.

APPEAL CASES

The Committee will be provided with the results of the judgement on appeal cases that went to Court.

Minutes:

The committee was advised that there had been one new appeal case since the last meeting.  This appeal was dismissed by the court.

EXEMPT INFORMATION

To consider passing a resolution under Section 100A(4) of the Local Government Act 1972 to exclude the press and public from the meeting for the following item(s) of business on the grounds that it (they) involve(s) the likely disclosure of exempt information as defined in paragraph(s) 1,2 and 3 of Part 1 of Schedule 12A of the Act, as amended by the Freedom of Information Act 2000.

REVIEW OF A PRIVATE HIRE DRIVER'S LICENCE - MD

The Director of Public health will submit a report on a private hire driver’s review of licence status.

Minutes:

The committee –

 

(a)

considered the report from the Director of Public Health;

 

(b)

heard from MD;

 

(c)

heard from MD’s representative;

 

(d)

took the above report and all that was said into consideration.

 

The committee agreed that having taken the above into account no further action would be taken against MD’s private hire driver’s licence.

APPLICATION FOR THE GRANT OF A PRIVATE HIRE DRIVER'S LICENCE - PDB

The Director of Public Health will submit a report on an application for the grant of a private hire driver’s licence.

Minutes:

The committee –

 

(a)

considered the report from the Director of Public Health;

 

(b)

heard from PDB;

 

(c)

took the above report and all that was said into consideration.

 

The committee agreed to grant PDB’s application for a private hire driver’s licence. They have agreed that he will be excused from completing the Topographical Knowledge of Plymouth Test.  However, due to the penalty points which he has received due to motoring offences he will be required to sit the Driving Standards Test.  The medical certificate will also be required because it is over twelve months since one was last produced.

APPLICATION FOR THE GRANT OF A PRIVATE HIRE DRIVER'S LICENCE - JPB

The Director of Public Health will submit a report on an application for the grant of a private hire driver’s licence.

Minutes:

The committee –

 

(a)

considered the report from the Director of Public Health;

 

(b)

heard from JPB;

 

(c)

took the above report and all that was said into consideration.

 

The committee agreed that having taken the above into account to grant JPB’s application for a private hire driver’s licence.  This is subject to the completion of the usual pre-requisites, namely the Topographical Knowledge of Plymouth Test, Driving Standards Test and the DVLA Group II Medical Standards of Fitness to Drive certificate.  He will also be required to complete the VRQ driver qualification in Transporting Passengers by Taxi and Private Hire or its equivalent within the first 12 months of receiving his licence.

APPLICATION FOR THE GRANT OF A PRIVATE HIRE DRIVER'S LICENCE - DTK

The Director of Public Health will submit a report on an application for the grant of a private hire driver’s licence.

Minutes:

The committee –

 

(a)

considered the report from the Director of Public Health;

 

(b)

heard from DTK;

 

(c)

took the above report and all that was said into consideration.

 

The committee agreed that having taken the above into account DTK was not a fit and proper person to hold a private hire driver’s licence and therefore his application would be refused.
