Chair's Urgent Business

To receive reports on business which, in the opinion of the Chair, should be brought forward for urgent consideration.

Under this item the Chair advised members that two cases that were on the agenda would not be attending today.

 

The committee was updated by the Licensing Officer that:

 

1.    Licensed drivers intended to conduct a protest drive through the City on the 27 January.

 

2.    The Ambassadors course was now running and driver uptake for the course was good

 

3. In response to a question from Councillor Rennie about the review of the tariff of fares, that when fares are reviewed this is done in consultation with the trade.

Appeal Cases

The Committee will be provided with the results of the judgement on appeal cases that went to Court.

Minutes:

The Committee were provided with the results of the two appeal cases that went to Court.

They were advised that their decisions had been upheld by the court in both cases.

Exempt Business

To consider passing a resolution under Section 100A(4) of the Local Government Act 1972 to exclude the press and public from the meeting for the following item(s) of business on the grounds that it (they) involve(s) the likely disclosure of exempt information as defined in paragraph(s) 1 of Part 1 of Schedule 12A of the Act, as amended by the Freedom of Information Act 2000.

Agreed that under Section 100A(4) of the Local Government Acct 1972 to exclude the press and public from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in paragraph 1 of Part 1 of Schedule 12A of the Act, as amended by the Freedom of Information Act 2000.

Application for the Grant of a Hackney Carriage Vehicle Driver Licence - AF

Minutes:

The committee –

 

(a)   considered the report from the Director for Public Health

 

(b)   heard from AF

 

The committee -

 

Agreed to act outside of its policy and consider the application even though AF could not supply a certificate of good conduct. This was due to AF age when he moved to the UK, the length of time he has been resident in the country and that he has no convictions or motoring offences recorded against him in that time period.

 

The committee further agreed to grant AF a Hackney Carriage driver’s licence subject to him successfully completing a VRQ in transporting passengers by Taxi or Private Hire or equivalent within the first 12 months of being licensed and the Plymouth Ambassador course within the same time frame.

Application for the Grant of a Private Hire Vehicle Driver Licence - NB

Minutes:

The committee –

 

(a)   considered the report from the Director for Public Health;

 

(b)  Heard from NB;

 

(c)   Heard from a representative of Need a Cab;

 

The committee –

 

Agreed to grant NB application for a private hire driver’s licence subject to him successfully completing a VRQ in transporting passengers by Taxi or Private Hire or equivalent within the first 12 months of being licensed and the Plymouth Ambassador course within the same time frame.

Hackney Carriage Driver's Appeal against issue of Penalty Points Notice - MZ

This case was not heard by the Committee as the appeal was withdrawn.

Review Status of Hackney Carriage Driver Licence - MD

Minutes:

This case was not heard by the Committee as the matters within the report had been satisfactorily dealt with.
