To note Councillor Tippetts was appointed Chair, and Councillor Moore Vice-Chair of the Taxi Licensing Committee 2024/25 at the City Council AGM on 17 May 2024.

The Committee agreed to note the Appointment of Councillor Dylan Tippetts as Chair and Councillor Keith Moore as Vice Chair of the Taxi Licensing Committee for 2024/25.

Members will be asked to make any declarations of interest in respect of items on this agenda.

A minute’s silence was held in remembrance of Councillor Eddie Rennie to reflect on his life and contributions to the Taxi Licensing Committee during his 25 year tenure as a Councillor for the City of Plymouth.

To consider passing a resolution under Section 100A(4) of the Local Government Act, 1972 to exclude the press and the public from the meeting for the following items of business, on the grounds that they involve the likely disclosure of exempt information, as defined in paragraph 1 of Part 1 of Schedule 12A of the Act, as amended by the Freedom of Information Act 2000.

The Committee agreed to pass a resolution under Section 100A(4) of the Local Government Act 1972 to exclude the press and the public from the meeting for the following items of business, on the grounds that they involve the likely disclosure of exempt information, as defined in paragraph 1 of Part 1 of Schedule 12A of the Act, as amended by the Freedom of Information Act 2000.

b) Considered all of the information contained within the report;

c) Considered all of the relevant policies referred to in the report;

d) Asked itself whether it would want a person they cared for or a vulnerable person to be driven in a vehicle driven by the driver.

The Committee agreed to:

1.      The driver’s Private Hire Licence would be suspended under S19(1) (b) Plymouth City Council Act 1975 until they had provided an updated DVSA Group II medical certificate.

2.     The driver’s  Private Hire Driving Licence would be suspended under S19(1)(b) Plymouth City Council Act 1975 for failure to notify the Taxi Licensing Department  of their medical condition for a period of 21 days to run concurrently with (1)

The Committee:

a) Considered all that was said by the driver;

b) Considered all of the information contained within the report;

c) Considered all of the relevant policies referred to in the report;

d) Asked itself whether it would want a person they cared for or a vulnerable person to be driven in a vehicle driven by the driver.

1.    Revoke the driver’s Private Hire Driver’s Licence.

2.     Request the driver complete the Taxi Driver’s Standards Test within 6 months of this decision.
