Exempt Information

To consider passing a resolution under Section 100A(4) of the Local Government Act, 1972 to exclude the press and the public from the meeting for the following items of business, on the grounds that they involve the likely disclosure of exempt information, as defined in paragraph 1 of Part 1 of Schedule 12A of the Act, as amended by the Freedom of Information Act 2000.

Application for the Grant of a Private Hire Vehicle Driver Licence

Minutes:

The Committee:

 

a)     Considered all that was said by the driver;

 

b)    Considered all of the information contained within the report;

 

c)     Considered all of the relevant policies referred to in the report;

 

d)    Asked itself whether it would want a person they cared for, or a vulnerable person, to be driven in a vehicle by the driver.

 

The Committee agreed:

1.     After hearing exceptional, clear and compelling reasons, to depart from their policy guidelines;

2.     To Grant the driver’s application for a Private Hire Driver’s Licence subject to the completion of the VQR in ‘Transporting Passengers by Taxi and Private Hire’ or its equivalent within 12 months of the licence being granted. Failure to complete may result in consideration of all available sanctions including revocation of the licence.

Review Status of a Hackney Carriage Driver Licence

Minutes:

The Committee:

 

a)     Considered all that was said by the driver;

 

b)    Considered all of the information contained within the report;

 

c)     Considered all of the relevant policies referred to in the report;

 

d)    Asked itself whether it would want a person they cared for, or a vulnerable person, to be driven in a vehicle by the driver.

 

The Committee agreed:

 

1.     The Driver’s Hackney Carriage Vehicle Licence would have no action taken against it;

2.     To suspend the Driver’s Hackney Carriage Driver’s Licence for 30 days ‘for any other reasonable cause’ under s19(1)(b) Plymouth City Council Act 1975.

 

74.

Review Status of a Private Hire Vehicle Driver Licence

Minutes:

The Committee:

 

a)     Noted that the Driver had not attended despite the indication to the Licensing officers that he would do so;

b)    Considered all of the information contained within the report;

 

c)     Considered all of the relevant policies referred to in the report;

 

d)    Asked itself whether it would want a person they cared for, or a vulnerable person, to be driven in a vehicle by the driver.

 

The Committee agreed:

 

1.     To revoke the Driver’s Private Hire Driver’s Licence under s19(1)(b) Plymouth City Council Act 1975.
