Agreed that the minutes of the meeting held on 25 July 2013 are confirmed as a correct record.

CHAIR'S URGENT BUSINESS

To receive reports on business which, in the opinion of the Chair, should be brought forward for urgent consideration.

Minutes:

There were no items of chair’s urgent business.

APPEAL CASES

The Committee will be provided with the results of the judgement on appeal cases that went to Court.

Minutes:

The committee was advised that there had been one new appeal case since the last meeting where the committee’s decision had been upheld by the court.

EXEMPT INFORMATION

To consider passing a resolution under Section 100A(4) of the Local Government Act 1972 to exclude the press and public from the meeting for the following item(s) of business on the grounds that it (they) involve(s) the likely disclosure of exempt information as defined in paragraph(s) 3 and 7 of Part 1 of Schedule 12A of the Act, as amended by the Freedom of Information Act 2000.

Minutes:

Agreed that under Section 100A(4) of the Local Government Act 1972, to exclude the press and public from the meeting  for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in paragraphs 3 and 7 of Part I Schedule 12a of the Act, as amended by the Freedom of Information Act 2000.

CONFIDENTIAL MINUTES (E3 AND E7)

To confirm the confidential minutes of the meeting held on 25 July 2013.

Minutes:

Agreed that the confidential minutes of the meeting held on 25 July 2013 are confirmed as a correct record.

42.

LICENSED HACKNEY CARRIAGE DRIVER - REVIEW OF LICENCE STATUS - KA (E3 AND E7)

The Director for Place will submit a report on a licensed hackney carriage driver review of licence status.

Minutes:

The committee –

 

(a)

considered the report from the Director for Place;

(b)

heard from KA;

 

(c)

took the above report and all that was said by KA into consideration -

 

Members agreed to issue KA with a warning. This warning will remain on file and will be brought to committee’s attention if KA appears before them again in the future.  Further, due to the committee’s concerns for public safety KA is required to complete the private hire/hackney carriage driving test within the next two months.

APPLICATION FOR THE GRANT OF A PRIVATE HIRE DRIVER'S LICENCE - PAS (E3 AND E7)

The Director for Place will submit a report on an application for the grant of a private hire driver’s licence.

Minutes:

The committee –

 

(a)

considered the report from the Director for Place;

 

 

(b)

heard from PAS and his representative;

 

 

(c)

took into account the above report and all that was said by PAS and his representative.

 

The committee agreed to grant PAS’s application for a private hire driver’s licence subject to him completing all the necessary pre-requisites and subject to him completing the VRQ driver qualification in Transporting Passengers by Taxi and Private Hire or equivalent within the first 12 months of being granted the licence. Members had decided to act outside of their general policy in this case due to the length of time that had passed.

APPLICATION FOR THE GRANT OF A PRIVATE HIRE DRIVER'S LICENCE - MJT (E3 AND E7)

The Director for Place will submit a report on an application for the grant of a private hire driver’s licence.

Minutes:

The committee –

 

(a)

considered the report from the Director for Place;

 

 

(b)

heard from MJT and his representative;

 

 

(c)

took into account the above report and all that was said by MJT and his representative.

 

The committee agreed that MJT’s application for a private hire driver’s licence is granted subject to him completing all the necessary pre-requisites and also subject to him completing a VRQ driver qualification in Transporting Passengers by Taxi and Private Hire or equivalent within the first 12 months of any licence being issued to him.
