TO NOTE THE APPOINTMENT OF CHAIR AND VICE CHAIR

The Committee will be asked to note the appointment of the Chair and Vice Chair for the municipal year 2014 – 2015.

Minutes:

The committee noted the appointment of Councillor Jarvis as Chair, and Councillor Bowie as Vice Chair.

DECLARATIONS OF INTEREST

Members will be asked to make any declarations of interest in respect of items on this agenda.

There were no declarations of interest made by Councillors in accordance with the code of conduct.

Agreed that the minutes of the meeting held on 17 April 2014 are confirmed as a correct record.

CHAIR'S URGENT BUSINESS

5.

APPEAL CASES

The Committee will be provided with the results of the judgement on appeal cases that went to Court.

The committee was advised that there had been no appeal cases since the last meeting.

SCHEDULE OF MEETINGS FOR THE FORTHCOMING YEAR

The panel is asked to note the dates of future meetings for the municipal year 2014 – 2015.  All meetings will commence at 10 am.

To consider passing a resolution under Section 100A(4) of the Local Government Act 1972 to exclude the press and public from the meeting for the following item(s) of business on the grounds that it (they) involve(s) the likely disclosure of exempt information as defined in paragraph(s) 3 and 7 of Part 1 of Schedule 12A of the Act, as amended by the Freedom of Information Act 2000.

Minutes:

Agreed that under Section 100A(4) of the Local Government Act 1972, to exclude the press and public from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in paragraphs 3 and 7 of Part 1 Schedule 12a of the Act, as amended by the Freedom of Information Act 2000.

To confirm the confidential minutes of the meeting on 17 April 2014.

Agreed that the confidential minutes of the meeting held on 17 April 2014 are confirmed as a correct record.

REVIEW OF A HACKNEY CARRIAGE DRIVER'S LICENCE - RL (E3 AND E7)

The Director of Public Health will submit a report on a hackney carriage driver’s review of licence status.

Minutes:

The Licensing Officer advised that RL would not be attending the committee due to a bereavement.  It was agreed that the matter would be adjourned to the next available committee and that a letter be sent to RL advising that if he failed to attend the matter would be dealt with in his absence.

10.

APPLICATION FOR THE GRANT OF A PRIVATE HIRE DRIVER'S LICENCE - PS (E3 AND E7)

The Director of Public Health will submit a report on an application for the grant of a private hire driver’s licence.

Minutes:

The committee –

 

(a)

considered the report from the Director of Public Health;

(b)

heard from PS;

 

(c)

took the above report and all that was said by PS into consideration.

 

The committee agreed to grant PS’s application for a private hire driver’s licence subject to PS completing all the usual pre requisites for the grant of a licence, and subject to him completing the VRQ qualification in Transporting Passengers by Taxi and Private Hire or equivalent within the first 12 months of being granted a licence.

11.

APPLICATION FOR THE GRANT OF A RESTRICTED PRIVATE HIRE DRIVER'S LICENCE - LP (E3 AND E7)

The Director of Public Health will submit a report on an application for the grant of a restricted private hire driver’s licence.

Minutes:

The committee –

 

(a)

considered the report from the Director of Public Health;

(b)

heard from LP;

 

(c)

took the above report and all that was said by LP into consideration.

 

The committee agreed to grant LP’s application for a restricted private hire driver’s licence subject to LP completing all the necessary pre requisites for the grant of a licence, and subject to him completing the VRQ in Transporting Passengers by Taxi and Private Hire or equivalent within the first 12 months of being granted a licence.

12.

REVIEW OF A HACKNEY CARRIAGE DRIVER'S LICENCE - MH (E3 AND E7)

The Director of Public Health will submit a report on a hackney carriage driver’s review of licence status.

Minutes:

The committee –

 

(a)

considered the report from the Director of Public Health;

(b)

heard from MH;

 

(c)

took the above report and all that was said by MH into consideration.

 

The committee agreed that having taken all of the above into account no action would be taken against MH’s Hackney Carriage Driver’s Licence but a warning would be placed on file which would be brought to members’ attention if MH appeared before them in the future.  Also MH would complete the VRQ in Transporting Passengers by Taxi and Private Hire within the next 12 months
