The Committee will be provided with the results of the judgement on appeal cases that went to Court.

To consider passing a resolution under Section 100A(4) of the Local Government Act 1972 to exclude the press and public from the meeting for the following item(s) of business on the grounds that it (they) involve(s) the likely disclosure of exempt information as defined in paragraph(s) 1, 2 and 3 of Part 1 of Schedule 12A of the Act, as amended by the Freedom of Information Act 2000.

REVIEW OF A HACKNEY CARRIAGE DRIVER'S LICENCE - MNC

The Director of Public Health will submit a report on a hackney carriage driver’s review of licence status.

Minutes:

The committee were advised that MNC surrendered his licence on 8 September 2015.  There was therefore no licence in existence for members to consider.

REVIEW OF A HACKNEY CARRIAGE DRIVER'S LICENCE - MFH

The Director of Public Health will submit a report on a hackney carriage driver’s review of licence status.

Minutes:

The committee –

 

(a)

considered the report from the Director of Public Health;

 

(b)

heard from MFH;

 

(c)

took the above report and all that was said into consideration.

 

The committee agreed that having taken the above into account to revoke MFH’s hackney carriage driver’s licence under section 19(1)(b) of the Plymouth City Council Act 1975 as he is no longer considered to be a fit and proper person.

REVIEW OF A PRIVATE HIRE DRIVER'S LICENCE - MP

The Director of Public Health will submit a report on a private hire driver’s review of licence status.

The committee –

 

(a)

considered the report from the Director of Public Health;

 

(b)

heard from MP;

 

(c)

took the above report and all that was said into consideration.

 

The committee agreed that having taken the above into account to suspend MP’s private hire licence for a period of 2 days under Section 19(1)(b) of the Plymouth City Council Act 1975.

APPLICATION FOR THE GRANT OF A HACKNEY CARRIAGE DRIVER'S LICENCE - ACB

The Director of Public Health will submit a report on an application for the grant of a hackney carriage driver’s licence.

Minutes:

The committee –

 

(a)

considered the report from the Director of Public Health;

 

(b)

heard from ACB;

 

(c)

took the above report and all that was said into consideration.

 

The committee agreed that having taken the above into account to grant ACB’s application for a hackney carriage driver’s licence.  They have agreed that he will be excused from completing the Topographical Knowledge of Plymouth Test and the Driving Standards Test.  He would be required to produce a satisfactory medical certificate, and he would also be required to complete a VRQ in Transporting Passengers by Taxi and Private Hire or its equivalent within 12 months of receiving his licence.

APPLICATION FOR THE GRANT OF A PRIVATE HIRE DRIVER'S LICENCE - AP

The Director of Public Health will submit a report on an application for the grant of a private hire driver’s licence.

considered the report from the Director of Public Health;

 

(b)

heard from AP;

 

(c)

heard from AP’s representative;

 

(d)

took the above report and all that was said into consideration.

 

The committee agreed that having taken the above into account AP was not a fit and proper person to hold a private hire driver’s licence and therefore his application would be refused.

APPLICATION FOR THE GRANT OF A PRIVATE HIRE DRIVER'S LICENCE - SN

The Director of Public Health will submit a report on an application for the grant of a private hire driver’s licence.

heard from SN;

 

(c)

heard from SN’s representative;

 

(d)

took the above report and all that was said into consideration.

 

The committee agreed that having taken the above into account to grant SN’s application for a private hire driver’s licence subject to completion of the VRQ in Transporting Passengers by Taxi and Private Hire or equivalent within the first 12 months of his licence being granted.

56.

APPLICATION FOR THE GRANT OF A PRIVATE HIRE DRIVER'S LICENCE - AMI

The Director of Public Health will submit a report on an application for the grant of a private hire driver’s licence.

Minutes:

The committee –

 

(a)

considered the report from the Director of Public Health;

 

(b)

heard from AMI;

 

(c)

took the above report and all that was said into consideration.

 

The committee agreed that having taken the above into account to grant AMI’s application for a private hire driver’s licence.  This is subject to the completion of the usual pre-requisites, namely the Topographical Knowledge of Plymouth Test, Driving Standards Test and the DVLA Group II Medical Standards of Fitness to Drive certificate.  He will also be required to complete the VRQ driver qualification in Transporting Passengers by Taxi and Private Hire or its equivalent within the first 12 months of receiving his licence.
