Exempt Information

To consider passing a resolution under Section 100A(4) of the Local Government Act 1972 to exclude the press and public from the meeting for the following item(s) of business on the grounds that it (they) involve(s) the likely disclosure of exempt information as defined in paragraph(s) 1, 2 and 3 of Part 1 of Schedule 12A of the Act, as amended by the Freedom of Information Act 2000.

Minutes:

Agreed that under Section 100A(4) of the Local Government Act 1972, to exclude the press and public from the meeting for the following items of business on the grounds that they involve the likely disclosure of exempt information as defined in paragraphs 1, 2 and 3 of Part 1 Schedule 12a of the Act, as amended by the Freedom of Information Act 2000.

Application for the grant of a Private Hire Vehicle Driver's Licence - DMG

The Director of Public Health will submit a report on an application for the grant of a private hire vehicle driver’s licence.

Minutes:

The committee –

 

(a)

considered the report from the Director of Public Health;

 

(b)

heard from DMG;

 

 

(c)

took the above report and all that was said into consideration.

 

The committee agreed to grant DMG’s application for a private hire vehicle driver’s licence subject to completion of the VRQ in Transporting Passengers by Taxi and Private Hire or equivalent within the first 12 months of the licence being granted.

Application for the grant of a Private Hire Driver's Licence - RC

The Director of Public Health will submit a report on an application for the grant of a private hire driver’s licence.

Minutes:

The committee –

 

(a)

considered the report from the Director of Public Health;

 

(b)

heard from RC;

 

 

(c)

took the above report and all that was said into consideration.

 

The committee agreed to grant RC’s application for a private hire vehicle driver’s licence subject to completion of the prerequisite tests namely the DVLA Group 2 medical certificate and the Driving Standards Test  and subject to completion of the   VRQ in Transporting Passengers by Taxi and Private Hire or equivalent within the first 12 months of the licence being granted.

Application for the grant of a Private Hire Operator's Licence - MPT

The Director of Public Health will submit a report on an application for the grant of a private hire operator’s licence.

 

Minutes:

The Committee –

 

(a)

considered the report from the Director of Public Health;

 

(b)

heard from MPT;

 

 

(c)

took the report and all that was said into consideration.

 

The committee agreed that having taken the above into account it would not grant MPT a Private Hire Operator’s Licence under section 19(1)(b) of the Plymouth City Council Act 1975 as the committee did not consider him to be a fit and proper person to hold such a licence.

 

124.

Review of a Private Hire Driver's Licence - SJR

The Director of Public Health will submit a report on a private hire driver’s review of licence status.

Minutes:

The Committee –

 

(a)

considered the report from the Director of Public Health;

 

(b)

heard from SJR;

 

 

(c)

took the report and all that was said into consideration.

 

The committee agreed that having taken the above into account to suspend SJR’s Private Hire driver’s licence for a period of 3 days under section 19(1)(b) of the Plymouth City Council Act 1975. In addition SJR would also be required to resit the Driving Standards Test. Evidence of registration for which was to be provided to the Licensing Department within 28 days.

 

125.

Application for the grant of a Private Hire Driver's Licence - PJG

The Director of Public Health will submit a report on an application for the grant of a private hire driver’s licence.

Minutes:

The Committee heard that PJG was unable to attend the hearing of his application and had requested that this be adjourned to the next available Committee date.

 

126.

Application for the grant of a Private Hire Driver's Licence - SO'H

The Director of Public Health will submit a report on an application for the grant of a private hire driver’s licence.

The committee –

 

(a)

considered the report from the Director of Public Health;

 

(b)

heard that SO’H could not attend the committee hearing due to prior engagements;

 

 

(c)

took the above report and all that was said into consideration.

 

The committee agreed to grant SO’H’s application for a private hire vehicle driver’s licence subject to provision of a DVLA Group 2 medical certificate and completion of the VRQ in Transporting Passengers by Taxi and Private Hire or equivalent within the first 12 months of his licence being granted.

 

 

127.

Application for the grant of a Private Hire Driver's Licence - DB

The Director of Public Health will submit a report on an application for the grant of a private hire driver’s licence.

Minutes:

The committee –

 

(a)

considered the report from the Director of Public Health;

 

(b)

heard from DB;

 

 

(c)

took the above report and all that was said into consideration.

 

The committee agreed to grant DB’s application for a private hire vehicle driver’s licence subject to him DVLA Group 2 medical certificate. DB will be excused from sitting both the Topographical Knowledge of Plymouth Test and the Driving Standards Test.

Application for the grant of a Private Hire Driver's Licence - AM

The Director of Public Health will submit a report on an application for the grant of a private hire driver’s licence.

heard from AM;

took the above report and all that was said into consideration.

 

The committee agreed to grant AM’s application for a private hire vehicle driver’s licence subject to him completing the VRQ in Transporting Passengers by Taxi and Private Hire or equivalent within the first 12 months of his licence being granted.
