EXEMPT BUSINESS

To consider passing a resolution under Section 100A(4) of the Local Government Act 1972 to exclude the press and public from the meeting for the following item(s) of business on the grounds that it (they) involve the likely disclosure of exempt information as defined in paragraph(s)   of Part 1 of Schedule 12A of the Act, as amended by the Freedom of Information Act 2000.

Minutes:

Agreed that under Section 100(A)(4) of the Local Government Act, 1972, the press and public be excluded from the meeting for the following item of business on the grounds that it involves the likely disclosure of exempt information as defined in paragraphs 1 and 3 of Part 1 of Schedule 12A of the Act, as amended by the Freedom of Information Act 2000.

ANGELS GENTLEMAN'S CLUB, 38-40 UNION STREET, PLYMOUTH - RENEWAL AND VARIATION OF SEXUAL ENTERTAINMENT VENUE LICENCE

The Strategic Director for Place will submit a report on the renewal and variation of a sexual entertainment venue licence in respect of Angels Gentleman’s Club, 38-40 Union Street, Plymouth.

Minutes:

The Committee –

 

(a)

 

having heard representations from the applicant and applicant’s legal adviser;

 

(b)

 

having considered written observations and heard observations from the Police;

 

(c)

 

in light of the applicant’s acceptance of the breaches, decided it was not necessary to view the dvd evidence submitted by the Police;

 

(d)

 

welcomed the withdrawal of the applicant’s request to remove the 1m rule;

 

taking all of the above into consideration, agreed that it would be proportionate to grant the application to renew the licence and to grant the application to vary the opening hours but this was subject to the following conditions being added to the licence –

 

(1)

 

dancers to be given initial induction training on the club rules / working practices and refresher training to be completed by each dancer every month.  Records to be kept of the training and the records to be made available to an officer of a responsible authority upon request;

 

(2)

 

dancers are also to sign to state that they will adhere to the club rules / working practices every time they sign the nightly register/sign-in sheet;

 

(3)

 

the requirement to observe the club rules/working practices to be included in the agreement of employment of dancers employed at the premises;

 

(4)

 

there shall be no more than one dancer in a booth during the provision of regulated entertainment.
