Resolved that the minutes of the meeting held on 16 November 2009 are approved as a correct record.

CHAIR'S URGENT BUSINESS

To receive reports on business which, in the opinion of the Chair, should be brought forward for urgent consideration.

Minutes:

There were no items of Chair’s urgent business.

40.

POLICING ISSUES AND PARTNERSHIPS AND COMMUNITY TOGETHER (PACT) PRIORITIES

Representatives from the Devon and Cornwall Constabulary will report on any relevant local issues.

Minutes:

A representative from the Devon and Cornwall Constabulary addressed the Committee about policing issues and Partnerships and Communities Together (PACT) Priorities.

 

With regard to the priorities for Compton –

 

(i)

parking on Revel Road;

 

 

·      

parked cars at the junction of Revel Road and Eggbuckland Road made it difficult for vehicles, especially refuse lorries to enter and exit the road;

 

 

·      

the police were liaising with the council to look at the feasibility of implementing double yellow lines;

 

(ii)

ASB and drinking around Brynmore Walk;

 

 

·      

empty cans and bottles were regularly left in Brynmore Walk, this had been causing a nuisance to local residents and had made the path a danger to walk on;

 

 

·      

the police had increased patrols in the area to ensure drinkers were moved on and bottles were cleared;

 

(iii)

traffic and parking issues outside Compton Primary School;

 

 

·      

this was an on-going issue and caused a danger to parents and children entering and exiting the school;

 

 

·      

the school, police and local school children had been actively engaging with the drivers to explain the dangers of parking outside of the school.

 

With regard to the priorities for Hartley and Mannamead

 

(iv)

road safety on Torr Lane;

 

 

·      

there had been several reported incidences of anti-social driving, accidents and other associated traffic issues along Torr Lane, particularly around Morrisons car park;

 

 

·      

the Police Road Safety Officer was liaising with the council in an attempt to introduce calming measures around morrisons car park;

 

(v)

traffic and parking issues outside Kings School;

 

 

·      

building works near to the school had resulted in traffic flow problems, limited parking and vehicle obstruction;

 

 

·      

the Police had liaised with building delivery drivers to ensure that their delivery times were before or after school opening times.

 

Other issues discussed during the PACT priorities item were as follows –

 

(vi)

the police representative informed the Committee that the police were holding two traffic related campaigns in the near future, a speed watch campaign and a traffic watch day;

 

(vii)

on 4 February 2010 at 10am at Trinity United Reformed Church, WPC Springbett and PCSO Kirton would be holding a drop in centre for the local community;

 

(viii)

 

a consultation with Morrisons should be considered to improve the internal traffic flow within the car park.

 

The Police Officer was thanked for her attendance.

41.

PLANNED HIGHWAYS WORKS pdf icon PDF 45 KB

The Committee will receive a report on future planned highways works in the Compton and Peverell wards.

Minutes:

The Committee received a report on programmed transport and highways works around Peverell and Compton. Members noted the report.

 

Resolved to request that AMEY submit a further report to the next Area Committee on the reasons for traffic calming and refuge islands and the impact they have had at specific locations in the Compton and Peverell wards.

42.

LOCAL ENVIRONMENT FUND pdf icon PDF 28 KB

The Committee will be provided with a report on the Local Environment Fund.

Minutes:

The Committee received a report on the Local Environment Fund (LEF) and noted that additional money was now available to the Committee and this needed to be spent by March 2010.

 

Resolved that the LEF monies would be spent in the wards, as follows –

 

Compton ward –

 

(1)

trees to be planted in Kneele Green;

 

(2)

trees to be replaced in Thorn Park.

 

Peverell ward -

 

(3)

the avenue of trees planted in Pounds Park to be extended.

 

Members also commented that they would be keen to carry on spending  LEF monies in the wards when the locality arrangements start in June 2010. 

43.

FUTURE AGENDA ITEMS

The Committee will consider requests from individual Committee Members for future agenda items and identify items that are still outstanding from previous meetings.

The Committee considered requests from Members on possible future agenda items.

 

Resolved to request a report on –

 

(1)

refuge islands in the Compton and Peverell wards;

 

(2)

future changes to local education facilities.

 

44.

QUESTION TIME FOR MEMBERS OF THE PUBLIC

The Committee and Officers will respond to questions from members of the public attending the Committee. Any question not answered shall be the subject of a written response within ten working days.

Minutes:

The Committee considered questions raised by members of the public on the following matters –

 

(i)

the hedge at the rear of the Esso garage on Lyndhurst Road;

 

(ii)

antisocial behaviour on Lyndhurst Road;

 

(iii)

the location of refuge islands on Hyde Park Road.

 

Resolved that –

 

(1)

in response to (i) above, Councillor Mahony would take up this matter with the Esso garage;

 

(2)

In response to (ii) above, the Police would patrol the area more frequently to try and combat the issue.

 

45.
