To note the appointment of Councillor Keith Moore as Chair, and Councillor Anne Freeman as Vice-Chair, of the Taxi Licensing Committee for 2025/26.

The Committee agreed to note the appointment of Councillor Keith Moore as Chair, and Councillor Anne Freeman as Vice-Chair for municipal year 2025/26.

The Chair expressed his thanks to Councillor Dylan Tippetts for his great Chairing throughout 2024/25.

Members will be asked to make any declarations of interest in respect of items on this agenda.

To consider passing a resolution under Section 100A(4) of the Local Government Act, 1972 to exclude the press and the public from the meeting for the following items of business, on the grounds that they involve the likely disclosure of exempt information, as defined in paragraph 1 & 3 of Part 1 of Schedule 12A of the Act, as amended by the Freedom of Information Act 2000.

The Committee agreed to pass a resolution under Section 100A(4) of the Local Government Act, 1972 to exclude the press and the public from the meeting for the following items of business, on the grounds that they involved the likely disclosure of exempt information, as defined in paragraph 1 of Part 1 of Schedule 12A of the Act, as amended by the Freedom of Information Act 2000.

The Committee:

a)     Considered all that was said by the driver;

b)    Considered all of the information contained within the report;

c)    Considered all of the relevant policies referred to in the report;

d)    Asked itself whether it would want a person they cared for, or a vulnerable person, to be driven in a vehicle by the driver.

The Committee agreed:

1.    To allow the application for a Private Hire Driver’s Licence.

The Committee:

a)     Considered all that was said by the driver;

b)    Considered all of the information contained within the report;

c)    Considered all of the relevant policies referred to in the report;

d)    Asked itself whether it would want a person they cared for, or a vulnerable person, to be driven in a vehicle by the driver.

The Committee agreed:

1.    To refuse the application for a Private Hire Driver’s Licence. 

The Committee:

a)     Considered all that was said by the driver;

b)    Considered all of the information contained within the report;

c)    Considered all of the relevant policies referred to in the report;

d)    Asked itself whether it would want a person they cared for, or a vulnerable person, to be driven in a vehicle by the driver.

The Committee agreed:

1.    To suspend the licence for a period of 21 days.  

The Committee:

a)     Considered all that was said by the driver;

b)    Considered all of the information contained within the report;

c)    Considered all of the relevant policies referred to in the report;

d)    Asked itself whether it would want a person they cared for, or a vulnerable person, to be driven in a vehicle by the driver.

The Committee agreed:

1.   To take no action with regards to the Private Hire Driver’s Licence;

2.   To imposes a requirement that the driver successfully undertake again the driving standards test within 6 months of this decision.

The Committee:

a)     Considered all that was said by the driver;

b)    Considered all of the information contained within the report;

c)    Considered all of the relevant policies referred to in the report;

d)    Asked itself whether it would want a person they cared for, or a vulnerable person, to be driven in a vehicle by the driver.

The Committee agreed:

1.   To revoke the Private Hire Driver’s Licence;

2.   Take no action against the Private Hire Vehicle Licence.
