Covid-19 Cabinet Member Updates

Minutes:

Councillor Pete Smith - Deputy Leader made announcements including:

 

·       had looked at the schedule of events that were coming up and made the difficult decision to postpone and in some cases cancel some events;

·       The Mayflower Week and The Hatchling had been postponed to 2021;

·       The Blue n’ Jazz Festival and the British Fireworks Championships had been cancelled;

·       The Mayflower programme will start this year on 16 September with a significant live event streamed digitally to make the exact date the Mayflower ship set sail 400 years ago and will culminate some time in 2021 with the Four Nations Ceremony on Plymouth Hoe;

·       2021 was shaping up to be an amazing year with not only Mayflower 400 but also Darwin 200 and Cook 250;

·       Plymouth Libraries issued 2,130 eBooks and eAudiobooks which was an increase of 195 per cent compared to the same time last year;

·       Over the past 3 months the Libraries have received 1,223 new customer sign ups to the service;

·       The elections and registration team were now in the midst of preparing for the Annual Canvass of electors;

·       We continue to gather daily status information for every one of our employees, enabling us to understand how Covid-19 is impacting on the workforce to provide support across the organisation. As of yesterday we there was 1929 employees working from home;

·       Work has also been in collaboration with Trade Unions, Education and Head Teachers to undertake risk assessments for our schools for children going back into the classroom.

 

The Cabinet Congratulated Ryan Lowe and Plymouth Argyle Football Club for their promotion and success they have achieved this season. Smeatons tower would be lit up green because of this.

 

Councillor Mark Lowry - Cabinet Member for Finance made announcements including:

 

·       PCC cannot spend more than the income we receive and will be a difficult challenge due to COVID-19;

·       Will be submitting a detailed Financial Monitoring Month 2 Report to Cabinet 14 July 2020 explaining the impact of COVID-19 on the budget;

·       Will be discussing the budget at the August Cabinet meeting and September City Council;

·       Government have promised that all additional costs relating to COVID-19 will be covered during this pandemic;

·       9 public disabled toilets have remained opened for use;

·       8 unisex single use toilets are now open following guidelines.

 

 

Councillor Jemima Laing - Cabinet Member for Children and Young People made announcements including:

 

·       Midland House has remained open continuing to support young people and families;

·       Conducted a survey to understand from staff what has worked well and what the challenges are;

·       The number of Children subject to protection plans was currently at 318;

·       The number of Children in care was currently at 452;

·       Thanked the staff working in the Children’s Young People and Families service for their hard work and dedication during this challenging time;

·       Announced the winner of the virtual background photography completion.

 

 

Councillor Kate Taylor - Cabinet Member for Health and Adult Social Care made announcements including:

 

·       Continuing to see COVID-19 cases dropping across the country and also in Plymouth;

·       Social distancing and handwashing was still very important;

·       Face coverings to be used on public transport and anywhere else where you feel you might not be able to maintain social distance; protect each other;

·       If you have symptoms isolate and get a test (nhs.uk or 119);

·       NHS test and trace – you will be contacted and asked to give details of your contacts;

·       Your contacts will also be asked to isolate for up to 14 days;

·       NHS T & T has had a slow start but it does seem to be carrying out this function now;

·       Local authority working with partners to manage the potential for outbreaks in more complex settings.

 

Councillor Chris Penberthy - Cabinet Member for Housing and Co-operative Development made announcements including:

 

·       Thanked the Devon and Cornwall Chinese Association who had raised the money to provide 34,000 face masks for people who weren’t being provided PPE;

·       Have restarted the work from the Disabled Facilities Grants and risk assessed all work to be undertaken;

·       Universal Credit and Council Tax Support applications had risen faster than free school meal applications;

·       Citizens Advice Bureau website has most up to date information to ensure people are getting the support they require;

·       Encouraged people facing debt to not go to Loan Sharks but to go to Citizens Advice Bureau for help;

·       159 people accommodated through the governments Everyone In scheme.

 

 

Councillor Sue Dann - Cabinet Member for Environment and Street Scene made announcements including:

 

·       Plymouth City Council had maintained all of the domestic waste services throughout Lockdown;

·       Chelson Meadow Recycling Centre had been re-opened for the public and have received lots of good feedback for this;

·       Safe systems of work are in place for Chelson Meadow Recycling Centre for all staff;

·       Had opened up the tennis courts and bowling greens;

·       Extremely important that people do not leave rubbish in parks and green spaces and take litter home with them if the bins are full.

 

 

Councillor Mark Coker - Cabinet Member for Strategic Planning and Infrastructure made announcements including:

 

·       Had received guidance from the Department for Transport and South West Highways are working with the department to get the full operation of the highways back to normal;

·       Strategic projects will be back under construction abiding by social distancing

·       Automatically issuing bus passes and disabled blue badges without face to face contact;

·       Social distancing signage will be on the hoe and barbican;

·       Face coverings would be essential on public transport;

 

 

Councillor Sally Haydon - Cabinet Member for Customer Focus and Community Safety made announcements including:

 

·       Officers had developed a better business for all which can be found on Heart of the Southwest website and has received national interest;

·       Sanctuary and BCHA have been successful in achieving 6 months funding in a joint bid to provide accommodation and support to those fleeing domestic abuse as part of the COVID response;

·       This would provide an additional 8 bed house in the community to support single women facing homelessness as a result of domestic abuse and an additional 4 family houses in the community with floating support for families facing homelessness as a result of domestic abuse;

·       Birth registrations to commence again w/c 15th June 2020, safe systems of work were being put into place to protect staff and customers;

·       Have almost 1,000 births to register, which we are planning to do in date order;

·       Will be opening six days a week to ensure we ‘catch-up’ within one month;

·       The Service Centre continued to operate virtually, maintaining service levels throughout.

 

Councillor Jon Taylor - Cabinet Member for Education, Skills and Transformation made announcements including:

 

·       14% of Plymouth primary school cohort were in schools at the end of last week and 2% of secondary schools;

·       Primary schools will be operating at 30-35% of capacity whilst adhering to social distancing measures;

·       Home learning needs to be the focus for the coming months;

·       90% of children are at home and much more needs to be done by the government regarding this

·       Government need to immediately re instate the free school meals scheme.
