MEMBERSHIP

The Overview and Scrutiny Commission will be made up of the Chairs of the Panels plus one vice-chair of a panel from the opposition political party

Any Member of the Council who is not a Cabinet Member may act as a substitute at Committee meetings

RESPONSIBILITIES

·                     To hear Call-ins in accordance with the Call-In Procedure

·                     To agree and manage the work programmes of the Panels and ensure efficient use of resources, minimize duplication and that value is added

·                     To receive and consider Panel Reports and forward outcomes to Cabinet, Council and/or Cabinet Member

·                     To receive the Forward Plan and allocate issues to Panels as deemed necessary

·                     To set up Task and Finish Groups*

* From time to time, the Commission may set up Task and Finish Groups.  The purpose of these groups will be to undertake pieces of scrutiny work as required by the Commission and will be time specific.  These groups will be made up of members who have expressed an interest in the particular issue.  Once the Task and Finish Group has commenced work, no substitution for Members is allowed.
