Information to be considered by the decision makers: The formal consultation document (the Offer Document) was sent to all secure and introductory tenants. This document included a tear off slip for comments. Comments received were considered and resulted in minor changes being made to the formal proposal. Following on from this a secret ballot of secure and introductory tenants was held. This ballot was managed by the Electoral Reform Society
