However, on occasion, some decisions will involve information that must be considered in private because, for example, the information is commercially confidential or relates to a legal proceeding. Reason for urgency:
The service require appropriate time to advertise the principles of the new service and give residents the opportunity to register prior to a set cut-off date. This will then enable the teams to build the new collection rounds and ensure they are as efficient as possible to deliver value for money. If a delay of 28 days is required this will substantially compress the registration period available making it less convenient for residents.

Reason for urgency:
Notification of a decision related to parking was made in the Forward Plan, but since that notice further requirements were identified. This decision must be taken at the November Cabinet to allow the service adequate time to implement any decision made by Cabinet.
