Minutes:

The Chair welcomed all parties and asked everyone to introduce themselves.  Apologies were noted as above.

 

The Chair reported that the last set of minutes were available to view and had been signed off.

 

The action from the previous meeting regarding the Domestic Abuse Leadership work and next steps, had not yet been completed but would be revisited at the next Safer Executive meeting.

Kevin McKenzie (Policy and Intelligence Advisor) presented the Equality Objectives and Welcoming City presentation to the Board. Members were advised of the main aims of the Public Sector Equality Duty and the overarching objective to celebrate diversity and ensure that Plymouth was a welcoming city. Specific objectives (duties) were being consulted upon; the consultation was extended until Sunday 8 March 2020.

 

Members discussed:

 

·        

the extent of the consultation;

 

·        

the importance of the voice of the victims of hate crime and the fact that the majority of victims didn’t want to go through the criminal justice system;

 

·        

the use of the word ‘justice’ and the connotations this word implied of the criminal justice system, specifically with regards to the following objective:

 

‘victims feeling supported and confident to report hate crime and to receive justice’

 

·        

the importance of outcomes measuring what people want, other than only measuring reporting;

 

·        

the importance of a trauma informed approach and the impact upon the individual.

 

Action: For the Safer Plymouth Board to feed into the consultation, specifically regarding changing the word ‘justice’ in one of the objectives to either ‘positive’ or ‘fair’;

 

Action: For Matt Garrett to liaise with the Cabinet Member for Housing and Co-operative Development regarding Safer Plymouth’s viewpoint on their consultation response;

 

Action: For the Public Sector Equality Duty measures to be submitted to Safer Communities for discussion.

9.

YOT Governance Update

Minutes:

Siobhan Wallace (Head of Service – Children, Young People and Families) presented the Youth Offending Team governance update. It was reported that a Joint Targeted Area Inspection (JTAI) had taken place in November 2019 and the work of the YOT was included. Feedback from the JTAI highlighted concerns with the governance arrangements of the YOT therefore it was agreed that a Youth Services Justice Board would be set up to report into Safer Plymouth with a focus upon assurance and governance. So far one meeting had taken place however work was still ongoing with regards to the terms of reference for the board and the creation of a youth justice plan.

 

Action:

The Terms of Reference for the Youth Services Justice Board and the Youth Justice Plan would be submitted to the next Safer Plymouth Executive meeting for discussion; updates to Safer Plymouth would be done via Theme Leads.

Safer Plymouth OPCC Commissioning Plan 2020/21 pdf icon PDF 297 KB

Minutes:

Laura Griffiths (Commissioning Officer) presented the Safer Plymouth OPCC Commissioning Plan 2020/21. The report provided guidance and recommendations for the allocation of spend against the grant from the Office of the Police and Crime Commissioner to meet the Safer Plymouth Priorities.

 

Members discussed each of the projects/ pieces of work as set out in the report with specific focus upon:

 

·          

the three big areas of ongoing spend and the impact of the funding: Plymouth Domestic Abuse Service, First Light Contract (to support victims of sexual abuse) and the Alcohol and Substance Misuse Programme;

 

·          

the success of the pilot project to develop trauma informed training and how this could be developed; demand currently outstripped capacity with over 600 applicants for 90 places;

 

·          

the resource created by children and young people regarding their experiences of trauma, and the feasibility of creating a peer support mechanism;

 

·          

the Serious Violent Crime Strategy and the importance of a trauma informed approach;

 

·          

the potential impact on funding of the JTAI action plan and the importance of partnership working;

 

·          

the Taxi Marshalls Scheme – this was not a high risk priority however was fundamental to the city’s purple flag status – alternative courses of funding would be assessed;

 

Action: Members agreed to sign off the recommendations as laid out in section 6 and 7 of the report to be taken forward to the OPCC for scrutiny and approval.

Simon Hardwick (Devon & Cornwall Police) and Tracey Watkinson (Plymouth & Torbay Safeguarding Children Partnership) presented updates on Safer Families and Safer Communities.

 

The following key points were highlighted:

 

Safer Families:

 

·          

the first meeting had taken place on 28 January 2020 to set the scene of a Trauma Informed System Change within Safer Plymouth; the meeting had a wide representation from partners including NSPCC, police, public health, Derriford Hospital, education, health and the children & Families service;

 

·          

time was spent reflecting on core values of the trauma informed group, how those values could be embedded and identifying areas of delivery in line with priorities;

 

Safer Communities:

 

·          

the first meeting of Safer People had not yet taken place due to cancelled attendance however a new meeting date was being progressed. The network of Safer People and links with Safer Communities was already having a positive impact upon partnership working – the Chairs of both Safer People and Safer Communities presented ‘preventing exploitation in sport’ at a Prevent Conference at Plymouth Argyle Football Club – this was successful and had a good impact;

 

·          

a workshop was scheduled for 23 March 2020 linked to substance abuse; there were currently 59 confirmed attendees from a broad spectrum;

 

·          

there were concerns that the implementation of the citywide safeguarding framework  was underdeveloped however work was planned for a sector based approach beginning with the retail sector.

AOB

Minutes:

Under this item Members discussed the following:

 

·        

the Safer Streets Bid which was part of the Safer Streets Fund (of up to £550k) – this was currently being worked on for the North Stonehouse part of the city with a focus upon burglary;

 

·        

the Partnership Engagement Strategy; this would be presented to the Safer Plymouth Exec meeting;

 

·        

funding received from the Ministry of Housing;

 

·        

Channel (part of the Prevent Strategy) which was seeing an increase in cases; there was scope to fund local intervention schemes;

 

·        

the Sexual Violence Sub Group – plea for capacity specifically regarding admin support;

 

·        

Plymouth, and Devon and Cornwall Trading Standards had submitted a bid for funding linked to doorstep crime; it was not yet known if this was successful;

 

·        

Home Office funding had been received for online child abuse work.
