Agreed the minutes of the meeting held on 12 March 2015 subject to minute 96.4 ‘19 Hill Park Crescent Plymouth 15/00012/FUL’  to amend the proposal to refuse the application from Councillor Morris to Councillor Darcy as follows:

 

·         Minute 96.4 ‘19 Hill Park Crescent’ should read:

 

“Councillor Darcy’s proposal to refuse the application, having been seconded by Councillor Morris, in relation to CS34.6 and CS34.4 and the lack of outdoor amenity space, was put to the vote and declared carried.”

There were no items of Chair’s urgent business however under this item the Chair welcomed Councillor McDonald to her first Planning Committee meeting.

QUESTIONS FROM MEMBERS OF THE PUBLIC

The Chair will receive and respond to questions from members of the public submitted in accordance with the Council’s procedures. Questions shall not normally exceed 50 words in length and the total length of time allowed for public questions shall not exceed 10 minutes. Any question not answered within the total time allowed shall be the subject of a written response.

The Assistant Director for Strategic Planning and Infrastructure will submit a schedule asking Members to consider Applications, Development proposals by Local Authorities and statutory consultations under the Town and Country Planning Act 1990 and the Planning (Listed Building and Conservation Areas) Act 1990.

Decision:

Application GRANTED conditionally, subject to S106 agreement delegated to the Assistant Director for Strategic Planning and Infrastructure to refuse if not signed by target date (30 June 2015) or other date agreed through an extension of time. The following amendments were also made:

 

·         For condition 48 to refer to condition 46 within the text to read: ‘with the exception of the superstore as restricted in condition 46, the retail units shall not exceed a total of 350sqm Gross Internal Area (m2).

·         To include the following wording to informative number (8): ‘with the exception of the supermarket’.

 

Informative number 8 should now read:

 

Informative: Development is not liable for a community infrastructure levy contribution:

 

(8) The Local Planning Authority has assessed that this development, due to its size or nature, is exempt from any liability under the Community Infrastructure Levy Regulations 2010 (as amended) with the exception of the supermarket.

The Assistant Director for Strategic Planning and Infrastructure, acting under powers delegated to him by the Council, will submit a schedule outlining all decisions issued from 2 to 27 March 2015, including –

 

1)  Committee decisions;

2)  Delegated decisions, subject to conditions where so indicated;

3)  Applications withdrawn;

4)  Applications returned as invalid.

 

Please note that these Delegated Planning Applications are available for inspection at First Stop Reception, Civic Centre.
